InSTEDD is a United States-based non-governmental organization that builds and adapts software for early detection of disease and humanitarian response. With a regional office in Phnom Penh, InSTEDD is building and implementing tools to support the sharing and exchange of disease surveillance information across 6 countries (China, Laos, Vietnam, Thailand, Cambodia and Myanmar).



Project Manager, Cambodia

Based in: Phnom Penh, Cambodia

Reports to: Program Manager

Supervises: None


Job Purpose: The Project Manager will be responsible for a variety of tasks associated with project management, including enhancement of team/partners ability to embrace new technology, strengthening of current project activities, building staff capacity and working closely with relevant ministries, agencies, NGOs, and other stakeholders. It is expected that the Project Manager will demonstrate considerable initiative and will be able to balance her/his time in a manner that efficiently and effectively fulfils a range of project-specific responsibilities. Although the Cambodian Project Manager will be based in Phnom Penh, there will be expectation for visits to province and regional locations at regular intervals. Other unrelated duties may be required as we are a small and growing organization.
Duties:
  1. Supports Senior Management team on development, coordination, and implementation of project activities
  2. Assists with logistical preparation for meetings/contacts as needed, organize trainings, exercises and capacity building for ICT in the Health Sector of Cambodia
  3. Drafts correspondence, commentary, memoranda, talking points, remarks, and other documents as needed and maintain regular contact with Senior Management team
  4. Participates in internal monitoring and evaluation of project strategic plans, goals, outcomes, weakness and strengths
  5. Review, maintains, and reports on performance indicators, including financial data related to project management
  6. Works effectively with partner agencies to monitor progress on performance indicators and conducts reviews to ensure program quality and project fidelity (i.e, difference between expected vs observed performance)
  7. Attend workshops, seminars, and conferences involving cooperating agencies, donors, academics, and representatives of other public health organizations. On occasion, may be asked to present at such venues
  8. Facilitate agile development process
  9. Ensure all project activities adopt a community development approach that involves villagers in participatory decision making, planning and implementing
  10. Analyze and resolve issues that may jeopardize project quality or ability to meet obligations on schedule
  11. Track milestones and timelines across projects and manage work flow, personnel and financial resource allocations to complete the project-specific work plan
  12. Responsible for communication with partner organizations
Skills and experience needed:
  1. Master of public health or bachelor of science in the medical field with several more years of work experience in lieu of a master degree
  2. Three years of project management experience with development or governmental organization
  3. Willingness to learn the basic public health principles of integrated disease surveillance and response
  4. Strong project management skills
  5. Interest and willingness to use information and communication technology (ICT) in normal course of work, computers, internet, smart phones databases, visualization and other software tools Programming knowledge not needed
  6. Excellent interpersonal skills
  7. Fluent in Khmer
  8. Strong written and spoken English
  9. Familiarity with the dominant Health structures in Cambodia
  10. Demonstrate knowledge of appropriate behavior with government officials
