WFP has been providing food assistance in Cambodia since 1979. WFP Cambodia's activities focus on education, health and nutrition and disaster risk reduction. In 2009, WFP supported almost one million people in Cambodia.
World Food Programme in Cambodia is looking for a qualified, experienced, and result-oriented Programme Officer (HIV/AIDS) for country office Phnom Penh.



Position title: Programme Officer (HIV/AIDS)
Type of Contract: Fixed Term Appointment (NO – A)
Deadline: 19 April 2010 at 5:00 pm

Under the overall supervision of head of programme support unit, s/he will work in close coordination with Programme Officer Health & Nutrition and has below key functions:

  • Overall management of impact mitigation and social safety net programmes for PLHIV and AIDS-affected households;
  • Develop and sustain liaison with key professionals, Government stakeholders, UN agencies, and NGOs engaged the field of impact mitigation and treatment, care and support activities, with an emphasis on food and nutrition security of PLHIV and AIDS-affected households;
  • Assist the government in planning, formulating, and targeting recipients for new requests for WFP aid - specifically to integrate comprehensive nutritional support within the national care and treatment programme; provide technical assistance to develop and revise national policy, spec. the third National Strategic Plan for a Comprehensive and Multisectoral Response to
  • HIV/AIDS (2011-15), and programme strategy documents, guidelines and training curricula and materials on comprehensive dietary and nutritional support for health staff at VCCT and ART/OI centers;
  • Undertake visits to view project outputs and beneficiaries; prepare periodic reports on the progress of operational projects; ensure compliance with WFP’s policies and procedures;
  • Perform other related duties as required.
REQUIREMENT
Educational qualification: University degree in public health or nutrition.

Experience: At least three years of postgraduate professional experience in HIV/AIDS programming, preferably in impact mitigation and care, treatment and support activities.

Technical knowledge and skills:

  • HIV/AIDS country context/analysis, government and DP strategies and stakeholders; good analytical skills; ability to represent WFP in external meetings and workshops with the government, cooperating partners, civil society and other stakeholders.
  • Food security, nutrition and livelihoods in the context of HIV response; social protection and social safety nets in the context of HIV response.
